兔子月薪5千，打算用10萬建一個窩。
狼不允許，土地是國家的，說私自建就是違章建築，讓市政給你拆了，只允許向王八買。
王八是搞房地產的，先用20萬賄賂狼取得開發權，再用60萬元向狼買這塊地，投資10萬元把兔子窩蓋好，向兔子要價200萬元，其中包含狼收取各種稅、管理費、監理費等20萬元。（這樣，10萬的一個窩，兔子花了200萬，其中狼賺了100萬，王八賺了90萬）
兔子拿不出這麼多錢於是向狐狸借200萬元，連本帶利300萬，20年還清，兔子全家二十年給狐狸打工。（這樣，銀行又搶去100萬，兔子實質是賣身給狼、狐狸、王八三者為奴。）
狼、狐狸、王八都掙了錢，只有兔子虧，連孩子也不敢生了。
兔子越來越少，狼覺得這樣下去大家沒肉吃，於是一方面開放生育政策，一方面對房產調控。
狼顯得非常重視兔窩價格太貴的問題，研究部署了遏制兔窩價格過快上漲的政策措施。
認定兔窩價格賣得太高的原因是因為有的兔子買了兔窩後自己不住而進行倒賣所致。
於是狼規定：兔子買了兔窩5年內賣了的，要向狼交納10%營業稅。
結果兔窩價格沒降下來，狼卻發了大財，買賣一個兔窩又可賺20萬。
狼又對狐狸說：只借錢給首先交了更多錢的兔子，並提高高利貸的利息，多買兔子窩的不借，全交現錢。
這樣狐狸行長在兔子的購窩過程中也發了財。
隨著著兔窩價格上漲的行情，王八只能以120萬的價格向狼買地，並轉嫁到兔窩價格上，再加價後賣給兔子。（這時兔窩到了可怕的400萬，國王老狼的收益到了200萬，王八180萬）
看到狼辛苦地為自己操勞，不斷地開會推出各種控制措施，兔子很感謝狼，但還是發現兔窩價格越來越貴。
國王老狼說：這事挺複雜，還真不太好辦，不過兔子們放心，我們將繼續調控，可以向已經有兔窩的兔子徵收兔窩稅……（稅率是多少啊？全國那麼多房子，老狼又要發財了！）
