全球化2.0時代來臨

在全球化1.0時代，中國駕馭著WTO大船縱橫七海，美國卻一籌莫展……。
一、全球化2.0時代悄悄來臨
全球化發展至今，已然到了個瓶頸或者是衝突路口。
麥肯錫全球研究所近日發佈了一篇報告《全球化大轉型，貿易和價值鏈的未來在何方》。該報告詳述了在未來全球化趨勢的五大改變。
以下，即麥肯錫全球研究所提出的全球化2.0的五大改變方向：
1、商品貿易日漸萎縮；
2、服務貿易快速增加；
3、勞動力成本重要性持續下降；
4、創新研發越發重要；
5、區域貿易更加集中。
（一）在未來30年，商品貿易日漸萎縮、服務貿易快速增加
在全球化1.0時代有兩大貿易板塊，一大商品貿易，一大服務貿易：
其中，汽車，玩具，打火機，大豆玉米葡萄酒，這種都屬於商品貿易；
專利，旅遊，版權，這種都屬於服務貿易。
以2017年來看，商品貿易總額17.3萬億美元，服務貿易總額5.1萬億美元。
但其中商品出口貿易卻是在持續下滑的。從2007年到2017年，出口占全球化價值鏈總產出的比例，從28.1%下降到22.5%。
而且雖然看起來“商貿”總額仍是“服貿”總額的3倍多，但“服貿”的成長速度，比“商貿”快60%，其中尤其是電信IT，商業服務，專利授權，旅遊留學等服貿區塊，每年都以200%，甚至300%的幅度在增加。
在全球化轉型中，商貿的重要性日趨下滑，服貿的重要性日漸上升，這預示著製造業，尤其是低端製造業將受到不得不轉型的打擊。
另外，這也體現在全球各區域的消費狀況。即我們也得到一個趨勢，就是在1995-2007這個階段裡，全球發達經濟體消費了81%的全球化商品，這也就是中國人沒日沒夜加班給美國打工，給歐洲打工，給全球發達國家提供了大量的廉價商品。
但麥肯錫這一篇報告預言到2017-2030這個階段，根據其預估，發達國家消費全球化商品的規模，將從原先的81%，大幅降低到49%。其中，美國和加拿大，其消費全球化產品的能力將從31%，降低到23%，代表著美國人的消費能力，將出現一定程度的下滑。
而相對地，從世界發展中國家的角度來看，在未來到2030年期間，全球化消費趨勢是這樣的：歐洲發展中國家，增加2%；美洲發展中國家，維持不變；亞洲發展中國家（指的是東南亞國家，中國除外），增加2%。
最後，就是中國部分。中國從2017-2030年間，全球化產品的消費能力將從10%上升到16%。這也說明了，中國將從1995-2007的全球工廠，轉型成為2017-2030的全球市場，這變化已經足以讓西方國家警惕了。
（二）在未來30年，勞動力成本的重要性將大幅降低
在“全球化1.0時代”，全球的貿易比較優勢，主要來自於勞動力優勢。這時代，中國憑藉人口紅利，勞動者不只廉價、而且也非常的勤奮和吃苦耐勞，所以大量的發達國家將工廠從本國遷出，搬到中國來設廠，利用中國的低勞動力成本，大肆發財，而中國也快速發展成為“世界工廠”。
但在“全球化2.0時代”，勞動力成本的優勢將越來越低。實際上，勞動力在“全球化2.0時代”，在生產要素中佔據的地位，越來越低。
根據最新的統計資料現實，2017-2018年，只有18%的商品貿易，來自勞動力成本優勢。特別是勞動密集型製造業，其佔據全球貿易的份額從2005年的55%，快速下滑到2017年的43%，並且在未來，這個下滑趨勢只會越來越大，絕不會再增長了。
究其原因，是因為自動化和AI人工智慧的大力發展，讓一些夢想著模仿中國模式，靠著中國式勞動力成本崛起的東南亞國家，美夢破碎。在工業4.0時代，在一條生產線上，你根本不需要那麼多人。
這也是未來“全球化2.0時代”的一個重要趨勢轉變方向，即全球化從勞動密集型製造業轉變為資本密集型製造業。資本家需要的不是對於低廉勞工的投入，而是對於智慧生產線的投入。這一全球化2.0趨勢，勢必將打碎一些低收入國家，靠著低工資來崛起的美夢。
另外作為企業家，如果還在想著怎麼將工廠搬到工人成本更便宜的地方去的話，那你這個企業在未來必定是難以生存的。
（三）在未來30年，創新研發越發重要
從全球化貿易的價值鏈結構來看，一個產業或一項產品，其價值鏈主要分為三部分：上游研發；中游生產；下游銷售。
在全球化1.0時代，上游研發是被忽略的一部分。企業主要精力是放在中游生產階段，多招廉價工人，多生產，或者是絞盡腦汁推出各種銷售手段，來提高銷量。
而在全球化2.0時代，新的趨勢是中游生產端的價值正在不斷減弱，上游研發端的重要性則不斷上升，下游的行銷和售後服務，也有一定比例的上升。也就是說，一場重研發和行銷，輕生產的價值鏈變革，已經開始。
在全球化2.0時代，產業研發的資本支出持續上升。越是具有前瞻性的企業，越將大筆收入投入到創新和研發中。
像傳統的能源領域，比如那些以賣天然氣和石油為生的國家，其產業創新能力很低。而通過不斷的創新投入和研發，研發所帶來的收入份額，也從2000年的5.4%，上升到13.1%。根據預估，到了2030年，研發所帶來的收入效應，將超過30%。
簡單講過去資本家以低勞力成本來獲取暴利的時代已經過去了，未來資本家再想要獲取暴利，那只有技術壟斷，或創新革命兩條路。
（四）在未來30年，區域貿易更加集中
目前全球各區域貿易聯繫，占世界總貿易量的比重：
亞太區域貿易比重，52.4%；
歐洲區域28國貿易比重，63%；
北美區域NAFTA貿易比重，40.7%。
以上數字就能夠解釋為什麼美國近幾年要不斷去挑戰世界貿易體制（WTO），要反全球化了。因為川普認為，全球化對美國是一個極其危險的東西。從經濟貿易上來看，全球化1.0讓世界各區域間的關係越來越緊密，對美國的依賴度越來越低，尤其是在亞太地區和歐洲地區，這兩塊地區的區域經濟占比已然遠遠超過美洲地區的影響力。
那這樣會形成一個什麼嚴重局面呢？
這會形成一個新世界格局：從原本的以大西洋為分界構成的美洲板塊與歐洲板塊兩大中心，慢慢演變成一個“世界島”，即一整個完整的，以歐亞大陸板塊中心的局面。簡單講就是，如果任由中國主導「一帶一路」策略，歐洲和亞太在經貿上不斷加深緊密合作的話，那美國所在的美洲就會被“邊緣化”。世界的核心將轉移到一個歐亞大陸的“世界島”，而美國所在的美洲大陸，則成為一座孤懸於“世界島”外的孤島。
這是一個在未來30年最重大的世界格局變化。美國當然看到了，而且看的很清楚。而特朗普的應對策略就是：挑起貿易戰，以雙邊FTA取代多邊貿易協議，趁著我美國影響力還是如此大的時候，竭盡全力的去破壞你們歐亞地區的經貿合作，以此來避免美國在未來30年後，真的淪為世界孤島，並失去世界霸權。
其實話說回來，美國無法打造自己的區域經濟影響力，完全和他損人不利己的國策有關。以中美兩大國來說，都各有眾多鄰國，但中國對於周邊國家的外交策略是投資、投資再投資，把周邊二流國家給拉起來，賣出中國的商品、服務，輸出中國的價值。
反觀美國呢？南美洲地方夠大吧，土地肥沃、礦產豐富，可美國對待南美洲的外交策略就是兩個字“經濟殖民”。美國希望南美洲越亂越好，不斷干擾、甚至顛覆南美國家政權，最好南美洲全都陷入內戰，這樣對美國就不會有任何威脅，還可賣二流軍火給他們。
正是基於中美兩國在國策上的根本不同，才出現了亞太地區貿易緊密度和影響力與日俱增。而美國所在的美洲大陸，其對全球的貿易影響力卻持續下降。
所以對美國來說，要繼續維持核心和強權，只有繼續耍流氓，破壞歐洲團結、破壞美洲團結、破壞亞洲團結。
例如，鼓動英國脱歐，是美國的重要目標之一。離間各國抵制「華為」，同樣是美國的重要目標之一。
二、反全球化浪潮將削弱全球貿易
反全球化是一種概括性的概念。它有著多重的面孔和表現，既指一類運動，也指一類思潮，有時也可以是一種情緒。其主要的訴求如：天賦生存權、對抗財閥、環保永續發展、官商政治透明……
它從多個層面表達了人們對當今國際社會的種種不滿，它又被稱為‘反資本主義’、‘反全球經濟’、‘反貿易自由化’、‘反資本主義體系’、‘反霸權主義’、‘反跨國公司’……等說法差不多。
由於全球化1.0在要素稟賦的比較優勢下，已造成一大批發達國家的中低收入群體的工作機會外流、降薪、失業，生活品質大不如前。
而在過去全球化1.0裡，中國卻依靠著人口紅利的比較優勢實現經濟高速發展，完全可以這麼說，沒有全球化1.0浪潮，就不會有中國的經濟浪潮。
中國強勢崛起後，給川普送來一份大禮，川普趁勢而起。川普是第二次世界大戰之後，美國共和黨首位反全球化（支持保護主義）的總統候選人。他主打排中、壓制中國崛起，他靠著煽動民粹、社會陰暗面起家，但他的一言一行未來將扭曲美國未來的民主發展。有捨有得，即便他的發言雖缺乏法理支持，仍備受歡迎。所以，川普的反全球化（保護主義）思想，未來將給全球經濟掀起驚濤駭浪。
但全球化2.0時代已來臨，在新的趨勢的價值鏈中，人在中游生產端的價值只會加速減弱，上游研發端的重要性則不斷上升。
此將帶給更多的國家，不管你是發達國家，還是發展中國家的中低收入群體，只要是人力密集的生產端將快速被AI智慧生產所取代，一座座無人工廠的誕生，將帶來更為嚴重的生存危機。例如格力無人工廠、大眾汽車無人工廠、京東無人化物流系統….，很多人將逐漸失去一席之地。
過去，一大群人擠在一條生產線上，一聲不吭幹一天的場景，已一去不復返。
不管美國或中國，在全球化2.0時代來臨下，未來這些剩餘的勞動力，要麼湧向上游的創新研發端，要麼流入是下游的行銷銷售端，要麼湧向街頭去抗爭。
例如民粹主義在全球許多地方惡化，抵制全球化、貿易、移民等問題，玻利維亞、智利、法國、西班牙、印尼、伊拉克、伊朗等地，近日都爆發大規模抗議活動。
但全球化2.0時代已無可迴避的來臨，未來，全球化2.0是一場與科技革命緊密相關的國力與世界霸權大戰。
目前來看主要的參賽三方，中國和歐盟是繼續力主全球化的，而美國的川普政府則力推反全球化。美國憑藉著目前尚存的霸權優勢，確實可以暫時擋住全球化2.0的浪潮，但只要還是追逐資本主義信條，只要資本家仍不斷逐利，那在全球化2.0的趨勢下，貧富不圴就只能勢不可擋的擴大。
所以，當全球化2.0階段普遍來臨的時候，如果各國政府無法給與人民積極的就業輔助和教育引導的話，那全球化2.0，對很多人來說，其實是一場災難。它將真正促成，富者恒富，貧者毫無價值的局面出現、仇富衝突將不斷上演。
三、失落的一代
海明威一九二○年代停泊在巴黎，並於1926年出版第一部長篇小說《旭日依舊東升》；該書背景是一次大戰後困惑的巴黎，其中引用了「失落的一代」（alostgeneration）一詞，從此這個詞成了描述一次大戰後解甲歸田、人生不知往哪兒去的年輕徬徨世代的代名詞。如今，海明威的預言，似乎又捲土重來了。
2008年金融風暴後，全球沒有一個國家能夠倖免，於是由美國帶頭，全球奮力挽救困局，包括在金融市場大量注資，大舉擴大財政支出。在各國通力救市下，金融市場果然恢復了元氣，也解除了市場的流動性危機，甚至出現史上最長的牛市多頭。
只是各國採取這種急救式的撒錢措施，雖然出現資本市場的多頭，但全球實質經濟卻仍原地踏步。全球經濟仍深陷不確定的階段，沒有國家能獨善其身；各國債務纏身問題若不能解決，未來仍可能會重蹈「債務泡沫化」危機。
探究日本專屬的「失落三十年」，實情是日本的資產泡沫在1989年達到頂峰；1990年泡沫開始破滅，財富化為烏有，從此日本經濟增長乏力。自1990年到2019年間，日本經濟在衰退與低成長之間遊走，後來被稱為「失落的三十年」。這其間最被各方質疑的，乃是當時日本政府不斷地擴大財政支出，企圖維持經濟景氣的穩定。結果至今日本的公共債務是其GDP的2倍，成為全球政府債務比例最高的國家，但日本大部分時候仍是經濟低迷。亦即，日本政府等於白花了錢，卻換來令人失望的結果。
這兩年有關2020可能是世界末日的議題不斷，全球經濟是否崩解，現在也沒人知道答案。
誠如生活在1990年泡沫前的假繁榮時代的年輕人，享受歷代人類未曾擁有的物質「富裕童年」，但卻在渾然不覺中，繁榮的門關上了。等他們長成後，迎來的卻是一個完全錯亂的時代。當他們即將踏入社會時，却迎來一場經濟大衰退的巨輪，青春注定要被輾得很碎，也注定要被那時代狠狠地拋棄、遺忘。
過去十年的年輕人，辛苦找工作，人生像失根的蘭花，到處飄零。每日辛苦打工，工資新台幣22Ｋ起跳。根據OECD資料，全球主要經濟體自2007年後，青年失業率皆急速上升。2010年義大利青年失業率二七‧八％，希臘青年失業率三二‧九％，阿拉伯之春起源地突尼西亞青年失業率四九％，西班牙現在已逼近這個革命前的數字，青年失業率高達四一％。於是地球有一大批人，他們的名字叫「年輕人」；當他們踏出成長的起點時，卻已抵達了終點。
如同歐盟主席榮科對他們的擔憂之語，「這些人將成為失落的一代，因為全球經濟復甦可能需要接近十年、二十年；屆時，他們已太老，比他們年輕的人將取得新釋出的工作。這一代可能成為永久失業的一代！」這是前歐盟主席的感慨，這世代年輕人的人生，是否必然面對是一場滑坡的旅程嗎？
年輕本是一個人生命最大的本錢，現在它的意義等同「無經驗」、「無產值」，青春與空白畫上等號，青春成了詛咒。美國十年前也發生「占領華爾街」示威活動，一開始只有十來名大學生發起，他們聲稱受到「阿拉伯之春」民主運動激勵，起而抗議美國大企業之貪婪，還有美國的金融、政治體系。示威者高唱「我們就是九九％」，在花旗銀行、摩根大通銀行等前舉牌吶喊，高呼「貪婪企業滾出去」、「我們被出賣，銀行獲救助」及「整天、整周占領華爾街」。
但人是健忘的，政客總是懂得用糖來麻醉年輕人。西方製造的非理性繁榮背後，往往會伴隨著金融危機，如同希臘神話中，薛西佛斯每天重複推著巨石上山，然後滾落，日復一日的詛咒……。直到隔了許多許多年之後，這些時下年輕的肉體蒼涼了，青春散盡了，一切才能終止……。而這「失落的一代」，却已被徹底耗盡？
雖然錯的不是你們，錯的是這個時代給你們太少的機會。
在這只有强者能生存的世代……只能自立自強，
如果没有奇蹟，那麼這「失落的一代」，只能自己去創造一個……
