大破壞時代的投資新思維8–台灣「荷蘭病」問題浮現

一、全球資金乾坤大挪移後，將看出誰在裸泳？
乾坤大挪移是金庸元宇宙《倚天屠龍記》中的一個一門內功。是明教的鎮教絕技，只有明教教主才可修練。
這套內功是將別人的攻擊挪移到其他人處，是運勁使力的一項極巧妙法門，是在發揮每人本身所蓄有的潛能。此功運勁的法門複雜巧妙無比，需要有渾厚的內力支撐。
近幾十年，也只有美國Fed主席才習有這門內功。從伏克爾、葛林斯班、柏南克、葉倫到鮑爾，但一代不如一代，且皆未練成第七層心法，尤其鮑爾到最後是否會走火入魔，練致全身癱瘓，甚至自絕經脈而亡，想想「陽頂天」，著實令人捏把冷汗！
想像一下，時下資本市場共有五大盤子（債市、匯市、股市、房市及商品市場），承載了各國央行所印出的鈔票（M），以供政府揮霍開銷（G）。
平日，央行們小心配置鈔票到五大盤子，讓它溫和膨脹（多金蘊釀多頭），那個盤子水位較低，就多挹注些鈔票；那個盤子水位高了，就抽出些鈔票，讓它們相得益彰即可。
而這五大盤子，正關係每個人的荷包。當政府有意、無意地膨脹每個人的名目財富，人民就會將選票交給這大有為政府。只是，這次鮑爾玩得走火入魔了！
（一）Fed 激進升息打通膨
說好的「暫時性通膨」呢？印鈔印過頭了，這次鮑爾不知要砸破幾個盤子？
5月CPI較去年同期飆升8.6%，攀升速度是1981年12月以來最高，讓Fed官員大為錯愕。
物價飆升持續反映在美國民眾日常生活，食品雜貨價格較去年增加11.9%，是1979年以來最大漲幅；而根據美國汽車協會（AAA）數據顯示，全美平均汽油價格已升破每加侖5美元，創下歷史新高。
更糟的是，美國民眾的消費者信心指數（CCI）也有惡化趨勢。密西根大學公布的最新CCI初估值顯示，從5月的 58.4降為6月的50.2，是有記錄以來的新低；近半受訪者將悲觀看法歸因於通膨，高於一個月前的38%。
儘管物價上揚因素眾多，不能全怪罪拜登的施政不力，但高通膨讓美國民眾叫苦連天，對拜登政府面對高物價的束手無策大感不滿，明確反映在拜登支持度上，讓拜登的支持率跌到僅剩下39%，為上任以來最低，恐怕2022年底的期中選舉可能也不會好看。
（二）妾身不明的加密貨幣第一個被甩鍋！
美國升息、縮表，牽動市場悲觀情緒，加密貨幣遭遇史詩級暴跌，市值近一周蒸發逾5.9兆美元，指標性的比特幣也一度跌到20756美元，面臨2萬美元關卡保衛戰。
針對加密貨幣慘烈暴跌，英國央行行長貝利（Andrew Bailey）嚴正警告加密貨幣投資者說：「若你打算投資這種資產，沒有問題，但請做好把錢賠光的準備吧！」
事實上，貝利一直以來都在示警加密貨幣的危險性，認為其並沒有內在價值，並不適合作為一種實用的支付方式，且相較於實體貨幣，加密貨幣波動劇烈，投資人更加需要保持警惕。
例如成立於2017年的加密貨幣借貸公司Celsius Network，於6/23日突然宣布凍結所有交易提款和轉帳，原因是在市場太極端的情況，為保護社群不得已而為之。關門就關門，又唬爛大家了！
（三）「股轉債」正在乾坤大挪移
美國最新通膨數據出爐後，CPI再創40年新高，讓Fed官員大為錯愕。
Fed官員立馬激進升息打通膨，嚇得美國10年期公債殖利率飆升至3.468%，逼近 3.5%大關。
美國10年期公債殖利率自5月的2.74%以來一路飆升，主因是火熱的通膨數據導致投資人拋售債券，並加大對Fed大幅收緊貨幣政策的押注。相較於2022年元月，10年期美國公債殖利率大幅上升1.51%。
Fed在5月時升息2碼時，讓10年期美國公債殖利率創下2020年以來最大漲幅，兩年期與 10年期美國公債殖利率也出現 4月初以來的首次短暫倒掛，主因是投資人預期央行將積極收緊貨幣政策以降低通膨。而「殖利率倒掛」通常被視為經濟衰退的指標。
目前Fed以更激進3碼升息打通膨，跌深的美國公債，開始吸引保守投資人搶進，「股轉債」正在悄悄乾坤大挪移，風險資產將逐步失血。是否休克，尚待觀察？
（四）房地產泡沬要炸鍋了嗎？
巴克萊銀行 (Barclays)，在聯準會決議升息3碼後，率先表示：「我們現在預期 Fed 將在 7 /27 日開會時，回歸升息2碼的路徑，因為有跡象顯示，美國的消費和房地產市場正在放緩。」
受到通膨數據持續升高，聯準會有意強勢升息及消費者需求下滑等利空因素影響，今年全球股市表現相當低迷，就連虛擬貨幣市場也跟著受到重創。
特斯拉神童「馬斯克（Musk）」6/15日在推特上，暗示股市與虛擬貨幣暴跌後，接下來將輪到「房地產」。馬斯克透過「網路迷因」梗圖揭露他預期下個崩跌產業，即笑容詭異手持鐮刀的死神逼近貼有「房地產」大門，此前貼有「股市」及「加密貨幣」前淌著血跡，馬斯克推文回覆「正解」，這類梗圖近期廣被用NBA季後賽。
物價上漲及利率攀升導致美國房貸需求創22年來新低，三個美國房地產主要推力都下降，一是利率飆高房貸壓力沉重；二是科技業衰退矽谷等地產漲勢趨緩；三是洗錢法規與加密貨幣大跌，精華區房地產接手動能下降。
數據顯示，近期潛在買家必須與較高的利率對抗，使得房屋貸款需求下跌至22年來的新低點，房地產企業也因此受到影響，Redfin和Compass等公司各自計畫裁員百人，Redfin更坦言，5月份的銷售需求比公司預期還低17%。
老美知道「恆大事件」嗎？沒有什麼「大到不能倒」！
（五）Fed 激進升息可能拖累全球經濟跟著衰退
6/15日美國Fed升息3碼 (75 個基點)，以1994年以來最大的力道壓制通膨，這將帶動全球央行跟進升息，還可能造成全球經濟衰退、企業獲利萎縮的連鎖反應。
鮑爾在會後記者會中坦承，要讓經濟「軟著陸」並不容易，因為有太多Fed難以控制的因素，雖然並非沒有實現的機會。鮑爾所指的軟著陸是讓通膨率回到 2%，同時保持強勁的勞動力市場。
1、景順全球市場策略師 Kristina Hooper 表示，Fed 在某種程度上算是「世界的中央銀行」，若升息導致美國經濟衰退，全球經濟也將受拖累。
2、知名經濟學家羅格夫 (Kenneth Rogoff) 曾在4月警告，假如美國因為升息循環陷入經濟衰退，可能抑制全球進口需求，並打擊金融市場。
3、法國興業新興市場和信用研究部門主管 Guy Stear 警告，伴隨全球經濟衰退而來的，將是「企業獲利衰退」。
他表示，企業獲利占國內生產毛額 (GDP) 的比率已經連續上升25年，如今這個趨勢即將告終，主因是去全球化趨勢、能源和輸入性成本上漲、工資提高。
Stear 指出，俄烏戰爭和地緣政治分歧對供應鏈和成本的影響，讓企業在升息環境中遭遇更多威脅，「經濟衰退的機率正在升高，但企業獲利衰退的可能性上升得更快。」
二、缺乏病識感的台灣
2022年6/16日晚，天乾物燥，小心火燭，全球金融市場不平靜，美股四大指數重挫，其中道瓊狂瀉741點，跌破3萬點重大心理關卡。6/17日台積電(2330)開盤閃見4字頭，影響台股「積」弱不振。
單看外資2022年以來累計狠賣超近9000億元，連續二年賣超二兆台幣，不禁令人納悶，台灣到底要發生啥事？怎麼連「護國神山」都山崩了？
（一）綠色執政的偏執
一切以「選票」考量的短視政策，長期終將禁不起國際金融風暴衝擊！
1、「能源政策」出大事
未做好配套即「廢核」，只能用愛發電，並用肺腺癌陪葬！
當普丁背後再捅一刀，當各國在悄悄恢復核能發電，台灣企業必須為2025年的「碳稅」啜泣了！
2、「新三缺」恐無解
另外，企業除了人才、水、電穩定供應的舊隱憂……，近年缺地、缺工、缺宿舍的「新三缺」，也成為企業主的新問題。
例如，新北土城1坪100萬元，開玩笑，怎麼蓋工廠？企業不得已，只能搬遠一點，往彰化、雲林、嘉義去找地，但是交通、人力供應都不是很方便。
尤其這年頭沒有不缺工的工廠，除非你沒有生意！台灣半導體產業太強，吸光所有人才，造成其他產業找不到人才，缺工是非常嚴重的現象。
事實上，台灣勞動力短缺，無疑已拉起紅色警報。
某種程度，這或許也和台灣年輕人工作價值觀改變有關—不想給別人管、不願再為企業爆肝一輩子，寧願去外送平台，從事彈性、自由、自主的工作有關。
3、「傾美抗中」出大事？
《孟子》一書裡有這樣的記載：
齊宣王問曰：「交鄰國有道乎？」
孟子對曰：「有。惟仁者為能以大事小，是故湯事葛，文王事昆夷；惟智者為能以小事大，故大王事燻鬻，勾踐事吳。以大事小者，樂天者也；以小事大者，畏天者也。樂天者，保天下；畏天者，保其國。」
孟子在這段話裡，已告示我們，大國博弈中的小國生存智慧：
大國對待小國，要心胸寬厚，不可仗勢凌人，予取予求；
小國對待大國，要機警圓熟，不可魯莽行事，自取其禍。
2021年兩岸的貿易依存度已從43.4%降到42.3%，但往來金額仍然十分龐大，據貿易統計，2021年台灣對大陸的貿易順差仍高達1047.4億美元。
大陸進口台灣的商品，都是生產出口產品必須要有的關鍵零組件，像半導體為主的電子零組件就占台灣出口大陸的55%，從這個結構來看，半導體產品占了台灣出口到中國的半邊天，如果中國大陸開始清庫存、砍單，台灣科技業將忐忑不安。韓國部署「薩德反導彈系統事件」已為我們做了示範。鳳梨、釋迦到石斑魚只是小菜？
（二）台灣「荷蘭病」問題浮現
受到全球晶片荒問題難解，台積電、聯電等各大廠皆豪氣干雲地提升資本支出，全力擴廠、擴產以滿足西方世界龐大的客戶需求，看似前所未有的發展時機，政府也沾沾自喜陶醉在當前經濟表現，卻忽視台灣將面臨「荷蘭病」問題
—科技業耗用大部份資源，而非出口產業無法跟上科技業的步伐，不平等現象將變得更為嚴重。
無可否認，台灣國內的投資復甦是2021年GDP能有所成長的原因，而「護國神山」台積電扮演了相當關鍵的角色，其外溢效應帶動其他科技公司也擴大投資計畫。
不過，半導體、航運甚至與全球貿易有關的產業，享受到了高薪和成長，但服務業則處於另一個平行世界，這種成長分歧將會影響到薪資結構與通貨膨脹。
「荷蘭病」是由權威財經媒體「經濟學人」開創的名詞，用來描述荷蘭在1960年代過度仰賴能源產業發生的問題。那時，荷蘭在外海發現天然氣田，這個意外之財雖為荷蘭帶來大量出口收入，累積大量外匯，讓荷蘭盾大量升值，天然氣產業迅速發展也增加勞動力需求，使勞動成本提高。結果導致荷蘭其他產業出口競爭力下降，加速去工業化的現象，一度只有天然氣產業獨活。
現在，這種單一產業快速發展，而導致其他產業衰落的「荷蘭病」也出現在台灣；目前台灣產業過度向晶圓代工傾斜，晶圓代工產業蓬勃發展、吸走大批人才、土地、電力、水力，其他產業就面臨人才競逐嚴厲的考驗，已有所謂「荷蘭病」徵兆。
例如護國神山台積電近三年就吸走一萬多名優秀半導體人才，今年連同聯發科等指標半導體企業，還要招募逾萬人，加上美商美光加碼在台灣擴產，薪資福利都比其他同業還優渥，對人才磁吸效應擴大。
但現在要小心了，6/16日市場傳出〈三星停購零組件〉事件，搗亂一池春水。
南韓三星電子通知集團所有消費性電子事業群，全面向零組件供應商暫停採購，涵蓋智慧型手機、電視、顯示器等，震驚業界。
當台灣主要競爭對手—韓國‧三星正在重新審視現有庫存，以防庫存跌價損失進一步擴大，而我們尚在睡夢中！
如同韓國央行已連續大幅升息「抗通膨」，而我們尚在考量「年底選舉」的「半碼」短視政策，當熱錢奔逃，我們恐終將禁不起這一波國際金融風暴衝擊！
尤其，2022年，巧遇美國聯準會升息、縮表，且資金收縮力道遠大於上一輪的2015～2017年。美國那斯達克、費城半導體指數今年來分別大跌20％以上，步入熊市走勢，這個強烈的信號正在向我們示警今年科技產業不容樂觀。
當第二波全球實體經濟衰退來襲，我們舉國資源已投注在「半導體」產業，將因「砍單效應」而遍體鱗傷！此時，內需產業卻早已裝上「葉克膜」！
屆時誰來撫我畜我，長我育我，顧我復我，出入腹我？
三、老年「拜登」之煩惱
如同歌德在《少年維特的煩惱》小說中的主人翁「維特」對「夏綠蒂」的偏執，「拜登」對「新保守主義」的偏執，亦讓他提前吹熄生命的殘焰！
（一）拜登染上「期中選舉壓力症候群」
拜登民意支持度自2021年8月迄今一直低於50%，成為他所屬民主黨可能在11月8日期中選舉丟失國會兩院、至少一院多數席次的徵兆。
拜登支持度下滑主要是受黨內人士不滿所致。支持拜登表現的民主黨人6月有74%，低於去年8月的85%左右；支持拜登表現的共和黨人僅11%，與去年8月大致相同。
拜登整體支持度雖尚未跌破前總統川普2017年12月創下的33%低點。拜登迄今最低民意支持度是5月底的36%，但也是50步笑100步。
距離11月初的美國期中選舉僅剩5個月不到，若無法解決高物價壓力，拜登所屬的民主黨勢將遭到選民背棄，失去國會領導地位，讓拜登執政後期面臨更大施政壓力。
為了遏制物價上揚壓力，拜登也顧不得Fed的獨立性，罕見地將Fed主席鮑爾叫進白宮開示一番，暗示爆打通膨之道。
6/15日美國Fed果真勇於升息3碼，為28年來首見，並示意持續以數十年來最快步調拉高利率，期望能壓制處在40年高點的通貨膨脹壓力。
（二）拜登多管齊下打通膨
拜登今年最棘手的問題無疑是通貨膨脹居高不下，俄羅斯入侵烏克蘭導致燃料價格上揚，且COVID-19（2019冠狀病毒疾病）大流行導致的全球供應鏈問題也還沒有解決。
1、拜登釋出戰略石油儲備打壓油價
除了透過貨幣政策，拜登政府也大量釋出戰略石油儲備，就是希望能減緩物價上揚壓力，化解政治危機。
2、以《2022年海運改革法案》壓抑運價
美國眾議院6/13日通過《2022年海運改革法案》（OSRA）以強化航運監管，美國總統拜登表示迫不及待將其簽署成法，想利用此法緩解港口壅塞與壓低海運運輸成本。
3、白宮：擬削減對中「不負責任」的關稅，希望減緩物價上揚壓力
美國總統助理兼白宮新聞發言人尚皮耶（Karine Jean-Pierre）6/14日表示，白宮正在討論可能削減對中國商品徵收的一些「不負責任」的關稅，這些關稅提高了美國家庭和企業的成本。
尚皮耶表示，拜登政府早就指出，川普時代的一些關稅是不負責任的，沒有促進美國的國家安全，反而導致美國消費者和企業的成本更高，拜登這一舉措可能有助於美國政府應對通貨膨脹的壓力。
4、拜登好忙，7月出訪中東，將會晤沙國王儲
拜登將於7月出訪中東，期間將會晤沙烏地阿拉伯王儲沙爾曼（Salman）。儘管拜登曾說，「沙特政府是“野蠻政府”（pariah state）。」
但拜登為了撈點油水來撲滅高漲的油價，仍必須陪個老臉，爭取沙國這一關鍵盟友的支持。
近期，沙國領導的石油輸出國組織與夥伴國（OPEC+）也釋出善意，同意增產以幫助降低油價。
（三）誰來扯拜登後腿？
近期，伊朗不甘寂寞、加速製造核武，可能讓中東開啓「核武軍備」競賽。
自2015年歐巴馬政府與伊朗簽屬聯合全面行動計劃（JCPOA，簡稱伊朗核協議）後，伊朗一直抑制鈾濃縮以換取鬆綁經濟制裁。
但就在2018年川普卸任前幾周，川普退出核協議，讓伊朗重新開始鈾濃縮製造核武，以施壓美國。
當拜登正在為高油價焦頭爛額之際，伊朗6/15日關閉國際原能總署IAEA的監控鏡頭，使國際無法取得伊朗製造核武的進度，這也是對拜登政府恢復伊朗核協議的「致命打擊」。
伊朗正在加速建造核武的速度，再一年就能完成，伊朗的核武計畫可能讓中東本已脆弱的安全局勢惡化，屆時整個中東或將開始「核武軍備」競賽可能，沙烏地阿拉伯、阿拉伯聯合大公國都有核計畫。
而鑑於美國已經制裁了伊朗且幾乎沒有效果，那拜登可能會被迫動武才能結束其核計畫；但動武卻又是重新將美國拖回這片他們想離開的地區。
（四）美國前十大海外債主均減碼美債規模
美國任意沒收俄羅斯美元外匯資產，是比「黑道」還霸道！
美國財政部6/15日公布的國際資本流動報告顯示，中國4月持有的美國公債規模，降至2010年5月以來最低水準，中日兩國共計減碼逾 500億美元，且前十大海外債主均減持美債。
前十大海外債主包括英國、瑞士、法國、巴西等國在內。整體而言，外國債主持有規模降至7.455兆美元，寫下2021年4月以來最低水準。
作為美國國債第二大持有者的大陸減持美債362億美元、餘額降至1兆34億美元，來到2010年6月以來的最低規模。這也是大陸連續5個月減持美國國債，累計近5個月以來共減持美債774億美元。
根據路透報導，大陸減持美國國債可能是為了減少美聯準會（Fed）近期升息導致美債價格下跌所帶來的損失，也有分析師認為，大陸減持美國國債也可能是為分散外匯持有量。
而中國出脫美債，導致美國公債殖利率上升。4月初10年期公債殖利率一度來到2.3895%。
此外，美國國債最大持有國的日本，4月也同樣減持美國國債139億美元，金額降至1兆2185美元，也是2020年2月以來最低規模。日本4月進一步減碼美債的原因，是日圓兌美元匯價持續貶值，促使日本投資人出售美國資產，套取匯兌收益。
在美國公債殖利率、美元強升之際，美國前十大海外債主均減碼美債規模，這是有貓膩的！是「美元霸權」要潰堤的前兆嗎？
四、跋尾—「護國神山」—你陪我長大，我護你一生！
曾幾何時，「護國神山」台積電於1/5日帶領八大門派攻上18,619「光明頂」，風光猶存，但半年光景，大盤已摔落大山頭頸線16162，令人不勝唏噓。
其間「護國神山」台積電也由「688」，跌到6/17日，盤中「499」吃到飽。
曾經「600元以下閉著眼買」的先知已不慎跌落山谷！
連戰鬥力指數爆表的貨櫃三雄「一張不賣、奇蹟自來」，也被彗星撞地球了！
大有為政府基金從一萬八千「光明頂」一路護盤，掩護「八國聯軍」撤出二兆資金，也算敦睦友邦、仁者無敵！
加上央行礙於選舉將至，貨幣政策左支右絀、不敢激進升息，致外資優雅出走、台幣趨貶，也算給竄逃外資附贈船票、仁至義盡！
還記得「8年8800億元前瞻基礎建設」、「8400億元防疫紓困4.0方案」，下一代的資源已被我們挪用，國庫阮囊羞澀，未來財政政策無語可問天！
目前政府基金兵力既折損過半，只能靠散戶自殘於阿呆谷，籌碼沈澱後才能四兩撥千金，散戶也算「愛呆丸」了！
若大有為政府尚有一絲惻隱之心，出動「國安基金」於半山腰拋出「速降繩」，也算功德無量！
而這「速降繩」一定有護住指數的台積電等八大門派高手，另壽險資金可能從側翼鎖定貨櫃三雄等「高殖利率個股」，短線投資者可等待這反攻起手式！
大凡一次長線探底，必將經歷空間、時間、籌碼、政策、總體經濟指標的總修正，才能完成築底。但在長空趨勢中，跌深也總有反彈！
尤其，行情總在半信半疑中反彈，卻又在充滿希望中毀滅！
造化喜弄人，長線投資者可等融資斷頭後、大地彌留淒風苦雨中再進場拾穗！

Today, I went to the beach with my kids.
