一、阿富汗—- 一個埋葬三大帝國的墳場
阿富汗素有「帝國墳場」之稱。因為一個多世紀以來，前後有3個帝國都在阿富汗戰場上吃敗戰。
■英帝、蘇聯誤入歧途
從19世紀到20世紀初，號稱「日不落國」的大英帝國，曾經先後3次入侵阿富汗，付出了近數億英鎊軍費和4萬人傷亡，損兵折將無數，也沒能征服這個位於崇山峻嶺上的小國。
事隔半世紀後的1979年12月，冷戰時期強權之一的蘇聯入侵阿富汗，憑藉機械化部隊與精良武器，不到半天就攻佔阿富汗首都，但此後卻與阿富汗的游擊隊陷入一場長達10年的戰爭泥沼。蘇聯為此耗資200多億美元，傷亡近5萬人，直到1988年蘇聯終於撐不下去而被迫撤軍；更令人意外的是蘇聯撤軍才過2年多就宣告解體，因此許多人認為就是這場阿富汗戰爭把蘇聯的社會主義帝國國力拖垮。
■「塔利班」是誰？
阿富汗過去一直都未形成現代國家的規模，亦無現代國家觀念，民族的凝聚力來源主要是宗教與部族。從19世紀以來雖然有名義上的統治王朝，但實際上是大小部族、軍閥割據狀態。
「塔利班」在阿拉伯語中意為「伊斯蘭教學員」，也有翻譯為「神學士」。
其創始人是毛拉．穆罕默德．歐瑪原是一位虔誠的宗教學者，當年他為拯救2名被軍閥抓去施暴的少女，帶著伊斯蘭宗教學校的熱血青年找了些蘇聯部隊留下的武器去軍營救人，最後還把軍閥公審問吊。自此建立聲望後，有大批青年投奔他的麾下，最後組建了塔利班，武裝隊伍人數最高達5萬人，以此發展成為阿富汗各派中最強大的勢力，並在1996年到2001年之間統治阿富汗。
就政治目標而言，塔利班矢言消除阿富汗境內的一切外國勢力影響，並在該國境內實施嚴厲的遜尼派伊斯蘭教法（Sharia law）來進行統治，規定女子必須穿著由頭包裹至腳的服飾，不可學習、工作，也不得單獨旅行。西方的電視、音樂與書籍等世俗娛樂都禁止，被認為褻瀆伊斯蘭教義的文物也全數被銷毀，違反規定者將面臨公開鞭刑及處決。因此，招致國際社會孤立。
2013年歐瑪過世後，塔利班的二把手阿赫塔爾·穆罕默德·曼蘇爾繼位至今。
而蘇聯垮台後10年，當初為對抗蘇聯的伊斯蘭極端分子蓋達組織（賓拉登）對美國策劃了911恐怖攻擊行動，導致美國死亡近3000人。因為歐瑪崇拜賓拉登，故賓拉登不但藏在阿富汗境內，還受到當時塔利班政權的保護；因此，在911事件後，美帝2001年10月7日率領聯軍入侵阿富汗，推翻塔利班政權。
■美帝阿富汗戰爭20年，落得鎩羽而歸
2001年10月，美國以打擊「基地」組織和塔利班為名發動阿富汗戰爭，推翻塔利班政權，雖然美帝只用3個月就推翻了塔利班，但此後美軍與蘇聯一樣深陷阿富汗的游擊戰泥沼。
20年後，美軍黯然撤離阿富汗，阿富汗總統加尼出逃他國，阿富汗政府軍也不戰而降，以不到2星期時間，8月15日塔利班奪回首都喀布爾。
大陸官媒新華社發出時評，表示「喀布爾陷落」標識著美國在這場漫長的戰爭中無功而返，最終落得一地雞毛，也敲響美國霸權衰落的喪鐘。「喀布爾陷落」是越戰「西貢陷落」的歷史重演，只不過其速度之快超乎許多人的想象。
其實，美國霸權走向衰落的另一個轉折點，是2003年美國入侵伊拉克，此後，歷經全球金融危機、新冠疫情等多重打擊，美國霸權走向衰落已成為不爭的現實，折戟阿富汗不過是美霸權「螺旋式下落」的一個節點。
美國進軍阿富汗歷時20年，跨越小布希、歐巴馬、川普及拜登4任總統。據布朗大學沃森國際公共事務研究所估計，這一長期戰爭已造成約2.261兆美元的損失，以及24.1萬人的直接死亡。
建立一支裝備精良、戰力十足的阿富汗軍隊與警察部隊，是美國任務成功核心關鍵；這也是阿富汗政府維持自己與管理國家的關鍵組成部分。
然而，20多年來美國花了830億美元訓練、裝備阿富汗國防與安全部隊，卻始終無法建立一支有凝聚力的部隊。阿富汗部隊每年換血約4分之1的官兵，部隊訓練卻嚴重不足，導致不僅無法保障國家安全，反而加劇不安全狀態。
加上，阿富汗為全球最府敗的國家之一；負責重建工作的美國官員往往不瞭解阿富汗，將權力交託給錯誤的人，從而導致貪腐更盛。美國官員經常授權給掠奪民眾，或是將美國援助從原本應該拿到的人手中奪走的政治掮客，以壯大自己與盟友，進而獲得更大的權力。所以美國一直無底洞式投入，耗損國力，阿富汗成為拜登不得不甩掉的包袱。因此，拜登政府堅持在8月底前結束阿富汗戰爭。拜登先前曾表示，阿富汗人民必須自己決定自己的未來。對此，當拜登宣布撤軍，等於告訴所有阿富汗人，「我們放棄你們了」。
原本美國決定撤離阿富汗，是想要集中力量對付中國。
阿富汗政府軍坐擁所有優勢，包括受美軍訓練了20年，有精良的武器及裝備，但沒想到阿富汗政府軍的缺乏戰鬥意志力，毫無抵抗地丟盔卸甲、倉皇逃逸，令美國的如意算盤落空了。我們只能嘆息，一支沒有信仰的部隊，是沒有戰力的。
此事件對美國精英階層來說，是個奇恥大辱，而G2兩大國間的競爭只能押後。
拜登必須先就美國的信譽問題重新建立一個新的共識，而白宮宣布預定12月9日和10日舉行的「民主峰會」可能也會受影響。
白宮日前已宣佈，拜登將於12月9日和10日舉行線上虛擬的「民主峰會」，大約一年後將舉行第2次面對面峰會，峰會的三大主題是「反對獨裁、打擊腐敗和促進人權」，這是拜登政府遏制中國的新招。與此同時，炒做「台灣參會」與否也成為美國的一道菜，但阿富汗事件讓G2兩大國間的競爭只能押後。
■與越戰「西貢淪陷」之比較
越戰是北越共黨政府與南越、美國之間的衝突。這場戰爭曠日持久，持續近20年不只損失數十億美元，還奪走超過58000名美國人的生命，更在美國社會中造成分歧。
西貢淪陷是指越南人民軍，於1975年4月30日占領南越首都西貢。當時，全球處於冷戰格局之下；北越獲得蘇聯與共產主義盟友的支持，南越則有包含數十萬美軍在內的西方勢力支持。
隨著美國於1973年撤軍南越，2年之後南越因北越佔領西貢而崩潰。與喀布爾相同，華府當時也沒料到西貢會這麼快淪陷。然而，生米已煮成熟飯，美方只好放棄在西貢的大使館，並用直升機撤出7000多名美國公民、南越民眾與其他國家的公民，這場行動被稱為常風行動。
其對部分人來說，西貢淪陷是美國在世界舞台上的重挫。此後的數十年內，美國國內出現「越南症候群」這一名詞，意指美國選民不願在國外投入自家軍事力量。
不論共和黨還民主黨，都將西貢與喀布爾相提並論。共和黨眾院主席斯特凡尼克在推特上表示，「這是拜登版的西貢淪陷。美國在國際舞台上災難性的失敗，且永遠不會為世人所忘」
諾丁罕大學美國研究副教授費爾普斯認為，「這毫無疑問會對拜登產生傷害。這將被視為一種重大損失，甚至是羞恥。畢竟，不論是否公平，這都是他做出拍板定案」。
二、阿富汗局勢牽動中亞地緣政治
塔利班已宣布要成立「伊斯蘭酋長國」形態的政權，大致可以猜測它未來將是一個政教合一、部族分權、聯盟共治的形態。對內治理可能會類似於伊朗的政教一體，但不像伊朗的中央集權方式，權力會較大程度下放到各個地方上的部族。
阿富汗變天產生的外溢效應已經顯現，鄰近阿富汗的中亞國家哈薩克、烏茲別克、吉爾吉斯以及塔吉克等首當其衝。亦即，阿富汗變天將牽動中亞地區的地緣政治格局。
塔立班推翻阿富汗政府之後，引發民眾恐慌性逃難潮，各地難民湧入鄰國巴基斯坦形成另一波國際難民危機，穩定民心成為塔立班執政的首要工作。
儘管塔利班宣稱不會與邊界國家發生衝突，但中亞國家不得不面臨大批難民湧入，極端勢力、毒品滲透等問題。此對經濟狀況原本就欠佳的中亞國家來說，難民湧入不僅會造成社會的沉重負擔，可能還會衍生恐怖分子和毒品問題。
為因應阿富汗局勢變化帶來的威脅，以及恐怖分子可能從阿富汗滲透中亞各國和俄羅斯，俄、塔、烏三國近期在塔吉克距阿富汗邊界20公里處舉行聯合軍事演習。
總之，阿富汗變天將牽動中亞地區的地緣政治格局。為因應當地局勢變化，近期中亞國家與俄羅斯之間互動頻繁。一方面，中亞地區作為俄羅斯傳統的地緣戰略後方，保證該地區的安全穩定十分必要，俄防長紹伊古等已就此明確表態。
三、塔利班的經濟困境將成三角難題
纏鬥長達20年的美國與阿富汗塔利班之間的戰爭，終於宣告結束，最後美國也不支倒地、倉皇撤退，留下越戰後近50年來最恥辱與難堪的一場敗戰。
戰爭結束對阿富汗人民固然是好事，但是勝利來得突然，對飽受戰爭摧殘的阿富汗重建工作卻極為挑戰。
塔利班是有著宗教熱情的草莽組織，雖然因時勢而逐漸壯大，但其成員都是來自農村與部族社會，完全不懂財政，攻下城市後也不知如何治理，雖然有向商戶徵稅，卻既無帳目、也無治理計劃，居然也這麼維持了許多年，其中最重要的支撐因素可能是虔誠的宗教信仰所致。
雖然戰後，塔利班的統治可能會較20年前採取較為溫和的教義，但這仍難挽救滿目瘡痍的經濟，尤其，在天災頻仍與疫情衝擊下，經濟匱乏的情況勢必更加嚴重。所以「塔利班」未來要餵飽人民的重擔將比打仗更難，若要透過融入國際社會以接受援助恐怕是緩不濟急，這將是塔利班新政府未來最大的危機。
戰爭結束後，目前難民居無定所，既吃不飽飯，更缺乏醫療，生存困難成為社會不安的定時炸彈，如果塔利班不能解決生存問題，下一場戰爭將會在不遠處等候著塔利班。
對一個毫無現代國家治理經驗與人才的政權來說，內部民生經濟困境可能愈加深重，未來十年內國家發展都很難樂觀。
在這場戰後，阿富汗的經濟困境顯然很難向俄羅斯尋求提供什麼援助，俄國只擔憂塔利班掌權可能影響塔吉克與哈薩克斯坦原已緊張的情勢。
因此目前唯一最具實力伸出援手的應該就是中國，這就是為什麼還沒攻進喀布爾，塔利班2號人物巴拉達爾已經在大陸會見王毅。
另依美國國會研究處2021年6月的報告顯示，到2020年為止，估計有90%阿富汗人生活在政府所設1天2美元（近56台幣）的貧窮線下。
唯一值得憑藉的是，但地下卻蘊藏著豐富的礦藏。據地質學家2010年估測，這個位於中亞和南亞十字路口的國家，坐擁蘊藏價值近1~3兆美元的貴金屬礦藏，除了鐵，銅和金等礦產分布各省外，或許最重要的，就是還有稀土礦。且阿富汗可能擁有全球最大的鋰礦，它是充電電池，以及因應氣候變遷危機技術不可或缺，但確很稀有的原料。
但因政局不穩、連年戰爭，缺乏基礎建設、嚴重乾旱，加上政府積弱不振、貪瀆普遍和商業環境困難，都使開採不易。此若能善加利用，或許可以徹底改觀它的經濟前景。
然而，隨著世界各國講求環保，紛紛改用電動車和其他清潔技術，以減少碳排放，如鋰和鈷等金屬，還有釹等稀土的需求都飆升。包括大陸、巴基斯坦和印度等國家都很感興趣，並設法介入。要是阿富汗能有幾年平靜，就能開發礦藏，在10年內成為當地最富有的國家之一。
不過，眼前這民兵組織還得面對各式各樣安全和人權問題，私人企業通常不願冒險。亦即，塔利班要從暴亂組織蛻變為國家政府，還有漫漫長路要走。
相對的，有地緣政治為動機的國家支持開發案又是另一回事。尤其，阿富汗的近鄰大陸正在啟動十分重大的綠色能源發展計畫，而鋰和稀土至今無可替代。要是中方介入，就有成功可能。但亦可能破壞生態，並在不知不覺中造成環保傷害。
總之，阿富汗因戰亂而滿目瘡痍，又缺乏治理人才來解決經濟困境，外交上困局也有待突破，因此，塔立班政權要穩固下來還有長路要走。
四、大陸「一帶一路」是阿富汗的「救贖」？
美國已隨風而逝。未來應該沒有哪個國家想再去侵略阿富汗，但它做為歐亞十字路口的地位仍然會招來大國勢力的介入。現在，各國已開始籌劃要如何與塔利班政權打交道。
雖然阿富汗極端的伊斯蘭教義統治方式有違反人權的疑慮，但因為是事屬宗教，例如婦女社會地位與受教育等問題，所以包括大陸與俄羅斯在內的很多國家都曾考慮過承認塔利班政權。
當時，因周邊從蘇聯獨立出去的共和國如哈薩克、塔吉克等國受車臣獨立運動影響而出現情勢不穩，俄羅斯為此曾向阿富汗示好，希望共同防範極端宗教勢力的擴展，但塔立班內部核心有多位曾參與對蘇聯作戰，舊恨仍深，因此也予以拒絕。
俄羅斯對阿富汗的想法其實與大陸差不多，都是不希望極端宗教勢力影響中亞脆弱的穩定局面。大陸地很明瞭塔利班重掌政權之後對中亞形勢的影響，如果阿富汗出現內亂，除了對大陸盟友巴基斯坦形成壓力之外，更怕它影響新疆維吾爾自治區的伊蘭教徒。
因此，大陸此次雖首先向塔利班伸出友誼之手，但態度相當謹慎。因為考量到阿富汗恐成為鼓動新疆獨立的極端份子大本營，以及巴基斯坦境內恐怖份子可能發生恐攻，甚至是北京堅持不干涉他國內政，這些都讓北京視塔利班為風險管理，更不願進駐「帝國的墳墓」。
總之，大陸既不希望塔利班政權無法穩固統治阿富汗，造成局勢混亂；但更不希望塔利班藉此要挾，而變成大陸的重大負擔；尤其，大陸對於新疆的伊斯蘭教極端勢力防備心極強，新疆又是現在西方社會用來攻擊大陸的重點之一，大陸如果處理不好易引火燒身，代價極大。
直到現在，大陸仍緊抓一個原則，要求塔立班不得庇護從新疆潛逃過去的伊斯蘭極端份子，如同當年塔立班庇護賓拉登一樣。這一點雙方似已形成默契，但大陸可能需要塔立班更堅決的表態或是做出實際行動，才會正式承認塔立班政權。
這一方面，大陸外交官堅持塔利班領導人應牢牢控制底下極端主義分子，不可跨越邊境到新疆發動攻擊；也不可以資助巴基斯坦境內任何實體，針對大陸投資與公民發動攻擊。
但塔利班想要其所有成員買單這兩項協議恐有難度；畢竟，根據聯合國的統計，大陸將超過100萬維吾爾人與其他少數民族，關在拘留營中。不過，大陸堅稱這些營區主要是提供職業培訓，消除恐怖主義出現的可能性，但恐難平息穆斯林世界的質疑。
若要找出大陸與阿富汗共同的利益交集，即大陸這幾年透過「一帶一路」進行大規模基礎建設投資，灑下大筆銀子在基礎設施建設；其中，部分通過阿富汗邊境，才能將大陸與歐洲市場、中東能源供應商連接起來。透過建設公司在阿富汗興建公路、鐵路與管線，大陸一帶一路大戰略的空白得以填補。
由於中國的「一帶一路」目前需要中亞的夥伴，阿富汗重建需要龐大的援助，所以雙方有共同的利益。所以，大陸最可能取代美國，成為區域經濟發展與安全的替代力量，足以提供援助、投資與科技支援。
另外，大陸國營礦產企業能夠協助阿富汗開發其龐大的礦產儲存量。據新聞雜誌《外交官》(Diplomat)的一篇報導，2020年，阿富汗的稀土金屬價值估計在1兆到3兆美元之間。這些稀土包括鑭、鈰、釹等，以及鋁、黃金、白銀、鋅、汞(水銀)、鋰的礦脈。稀有金屬用處廣泛，從電子產品到電動車、衛星、飛機等等。
附帶一提，大陸已主導全球稀土市場。根據美國地質調查局的數據，全球約35％的稀土儲量在大陸，居世界首位。大陸同時還是稀土生產大國，2018年的稀土產量為12萬噸，佔世界稀土總產量的70％，而美國同年的稀土產量為1.5萬噸。
長久以來，阿富汗是出了名的「帝國墳場」（graveyard of empires），極難征服與治理，前蘇聯與美國都在這陷入戰爭泥淖。然而，阿富汗的穩定對北京的「一帶一路」的貿易與基礎建設大戰略，還有中國自身的安全而言，都扮演著日趨重要的角色。
阿富汗一旦失控，北京擔心流亡的東土耳其斯坦伊斯蘭運動（ETIM）維吾爾成員會由瓦罕走廊進入新疆，並在境內發動恐攻。
此外，北京也擔心逃離伊拉克和敘利亞的伊斯蘭國（IS）好戰分子，可能會穿越中亞，進入阿富汗，或者經瓦罕走廊潛入中國。
消息人士指出，由於阿富汗基地接近新疆，而新疆因分離主義，恐怖主義與極端主義等3股勢力影響，近年發生一連串暴力攻擊。所以北京已開始在阿富汗建設軍事基地。並至少會派出一營的部隊派駐當地，並運送武器與裝備，以提供阿富汗部隊訓練，並維護大陸的經濟利益。
總之，目前塔利班已承諾不會干涉大陸內政，意味著其將控制底下成員透過巴基斯坦發動對北京的恐攻，或向新疆煽動獨立之火。目前的觀察重點將是塔利班能否有效控制阿富汗整個國家。
反之，如果阿富汗最終淪為失敗國家而缺乏控制與穩定，造成中亞與新疆形勢因阿富汗而惡化，大陸也一定不會想成為第4個與阿富汗開戰的大國。以此觀之，未來塔利班統治下的阿富汗，仍令中美俄3個大國相當憂心的三角難題。
五、阿富汗政府垮台衝擊金融市場？
塔利班重掌阿富汗，引發地緣政治風險升高，這對整體金融市場之衝擊，可能主要在影響拜登推動基建案與預算案的能力。
美國撤軍，表明美國國力不足以支撐其監管全球、傳播民主和自由市場的價值觀。而隨著中國、俄羅斯迅速採取行動承認塔利班新政府，美國的威望正受到打擊，讓作為全球避險資產的美國公債與作為全球準備貨幣的美元蒙上陰影。
不過，過去發生類似地緣政治危機後，美元資產在金融體系的重要性不減反增，例如8/17日美國公債出現避險買盤，甚至避險貨幣之一的日圓走強，美元指數也迎來買盤。
然而相對於該事件對整體金融市場的影響，華爾街更擔憂美國基建案和預算案的後續進展，擔憂該事件可能會使目前財政政策進度遭遇亂流和延誤，導致美國經濟復甦放慢。
一些市場觀察人士認為，美軍自阿富汗的混亂撤軍可能會危及這兩項法案。理由是拜登因危機處理不當而在政治上被削弱，共和黨和民主黨都將與他保持距離。
此外，部分華爾街人士表示，增加國防支出以應對塔利班恐怖主義威脅的新要求，可能意味著減少社會福利及「綠色新政」相關產業方面的支出，以及一些非傳統基礎設施提案，如擴增高速網路。這些漣漪是否擴散，須謹慎以對。
