「俄烏危機」將激化高通膨

不得志的拜登，遮遮掩掩地挑起「俄烏危機」是為那樁事？
一、美國通膨創40年新高，民怨居高不下
美國勞工部2/10日公布1月未季調消費者物價指數 (CPI) 較去年同期大增7.5%，再次刷新1982年3月以來最大增幅，創 40年來最高紀錄。
根據穆迪分析最新的一項報告顯示，通膨已對美國家庭造成影響，包括汽車、汽油、家具和雜貨等。高通膨使得普通美國家庭每月支出增加了250美元，也就是一年一般家庭要多花3000美元。
穆迪也警告表示，為應對不斷上升的生活成本，員工向企業要求提高薪資待遇，而企業也將會通過產品或服務價格上漲的方式，將成本轉嫁給消費者負擔，從而導致通膨周期延長，生活頓時陷入惡的循環。
再根據全美商業經濟協會 (NABE) 的一項調查顯示，美國企業的漲價已變得更加普遍，尤其薪資在大漲，多因熟練工人短缺問題。
二、拜登提油救火，發聲安撫市場 「通膨將在年底前大幅放緩！」
美國通膨持續惡化，創40年來最高紀錄，拜登2/10日發布聲明表示，預計到 2022年底美國通膨將大幅放緩，企圖來安撫恐慌蔓延的資本市場。
拜登指出：「雖然今天的CPI數據上升，但預估到2022年底通膨將大幅放緩…幸運的是，我們看到上個月出現實際薪資正增長，汽車價格有所回落。而2021年，汽車價格占總體通膨的四分之一左右。」
但截至2022年1月份的一年裡，燃油價格全年上漲 46.5%、汽油價格升 40%、二手車漲 40.5%、新車價格漲 12.2%、肉類、魚類、家禽和蛋類漲 12.2%、麵包和穀類食品漲 6.8%，這讓美國人的荷包越來越瘦，將導致家庭實際收入下降，高民怨不利年底期中選舉。
美國民眾因物價高漲對拜登施政已怨聲載道，通膨也演變成拜登政府的主要經濟問題之一，假若薪資又不按比例增長，通膨將侵蝕美國的消費購買力。
所以，拜登發聲安撫市場 「通膨將在年底前大幅放緩！」，此即暗示拜登表態同意聯準會 (Fed) 加速升息與縮表以改善通膨，此可能更讓資本市場擔憂Fed將大幅升息與縮表，拜登這無異提油救火。
三、拜登「圍魏救趙」救民調
■拜登拉高「俄烏危機」轉移內政不彰焦點
美國2/8 日表示，由於俄羅斯入侵烏克蘭的威脅為美國與盟國帶來壓力，美國將向東歐派遣軍力。但拜登又排除將美國、北約武裝部隊派駐烏克蘭的可能性，曝露出拜登只想威嚇、不想開戰。
另一方面，據彭博報導，若最終俄國入侵烏克蘭，美國、歐盟表示將再祭出一系列貿易與金融制裁。
面對俄烏緊張局勢升溫，美國官員放話，若俄羅斯執意入侵烏克蘭，美國將準備對俄羅斯經濟的關鍵部門實施強力制裁和出口管制。選項將包含人工智慧、量子運算、國防與航天航太及對國防、奢侈品、石油工業等產業實施出口管制與禁令等。並限制俄羅斯國債再融資、使俄羅斯各大銀行無法從事美元業務。
■拜登維護「石油美元」霸權，並以鄰為壑賺「戰爭財」
拜登已經增派8500名美軍，抵達波蘭和羅馬尼亞。為何美帝想挑動無情戰火？
道理很簡單，表面的邏輯，扶助烏克蘭“小國”，並為北約盟國壯聲勢，以維持世界BOSS形象。
深層的邏輯，因為北溪-2號管線開通在即，由於北溪-2號是俄羅斯捅進「石油美元」心臟的一根鋼針，俄羅斯每年大約550億立方米的天然氣輸往歐盟，雖然量不是特別大，關鍵是俄歐能源結算已經簽約要用歐元結算。若此先例一開，美元霸權將動搖，美帝就徹底慌了。因為，美元-石油結算體系則是美元霸權的命根子。加上，美帝想趁火打劫、順便賺一筆「戰爭財」。
細看檯面下，完全是另一翻場景——
烏克蘭還沒有開戰，美國已經增派駐兵侵入德國、烏克蘭、波蘭、羅馬尼亞；尤其是德國，美國原來就有接近3萬駐軍，又新成立了第56砲兵部隊，可以直接部署戰術核彈；美國又向烏克蘭派出了大約8000名特種兵，已分佈進入烏克蘭軍隊成為教官，說得直白一點，美軍用8000名士兵掌握了一支25萬軍人的烏克蘭大軍，而這支軍隊都是烏克蘭政府自己出錢在養著。
美國以小搏大，美國軍火商暴賺，死的也是盟友，這太狠了。
而整個美俄博弈，俄羅斯17萬大軍集結在俄烏邊境，打又不是，不打又不是，只能受凍挨餓。這場景讓普丁非常不爽……，只能隔著東烏大平原罵美帝的娘。而烏克蘭瞬間發現——自己是多餘的傀儡！
【美帝的邪惡盤算】
1、拜登在歐洲戰場的佈局，其實是在維護「石油美元」霸權；歐元如果再破位1.2，就會徹底被美元收割成韭菜。
由於拜登已經發現「石油美元」在歐洲的地位即將不保，必須玩命派出大軍來保護能源市場不被俄羅斯侵占，這才是核心，無關乎人權、民主等口號。
2、伊拉克的海珊、利比亞的格達費，即是前二位反抗「石油美元」霸權的先烈，無關乎人權、民主等口號；大陸、俄羅斯是另一支反抗軍，自然成為美帝誅殺目標，無關乎人權、民主等口號！
3、歐盟(台灣)伴君如伴虎，是隨時可以被犧牲的！
【普丁的盤算】
1、近幾個月來，俄羅斯在烏克蘭邊境集結超過10萬大軍，而普丁在情勢升高之際，向北約提出各式安全要求。其中包括禁止烏克蘭加入北約（NATO），並要求北約從東歐多數地區撤出部隊和武器等，表示俄羅斯的安全要求滿足，才會撤軍。
2、由於2015年俄羅斯吞併克里米亞後受到國際制裁，油價下跌讓俄羅斯經濟在2015年萎縮了3.7%。目前俄烏衝突升級推升油價，IMF估計俄羅斯經濟將在 2022 年成長2.8%，亦即俄烏衝突升級，可進一步推高石油和天然氣售價，普丁是個贏家。
3、其實普丁「項莊舞劍，意在沛公也」！
其實普丁出兵烏克蘭邊境，是想促進更多外交對話，亦即藉「俄烏危機」，早日開通北溪-2號管線，大賺「天然氣財」；並藉此掐住歐盟能源咽喉，以抗衡美帝經濟制裁；或許可讓歐盟解除對俄羅斯的經濟制裁！
4、美帝見縫插針、藉機出兵，普丁箭在弦上、啥也不讓，直接車、馬、炮、將軍，而這個“將軍”不是將烏克蘭，而將「美元霸權」的車！
5、普丁「抱團取暖，來個冬奧旋風之旅」
大陸此時立馬神助攻，2月4日中俄簽訂1億噸石油超級訂單，以及巨額天然氣供應合同，這些項目全部使用歐元結算。
習主席啥也不說，直接再將一軍！美元果然暴跌，從2/4日至今跌得鼻青臉腫，跌得拜登的媽都快不認識他了。這就是傳說中的“金融戰爭”！
【蕭玆的白眼】
1、走味的咖啡——歐洲人何時才能覺醒？
冷戰以來，北約一直扮演著美國小弟，以俄羅斯為名，美國帶著北約30國小弟，綁架了整個歐盟30國當成“人質”，並無時無刻想“毀滅”歐元區。
搞笑的是，歐洲人在“白種人的優越價值觀”催眠下，還幫著美帝打前鋒！
2、俄烏開戰要德國付代價？蕭茲翻白眼！
拜登2/7日在與德國總理蕭茲（Olaf Scholz）會晤後表示，若俄羅斯入侵烏克蘭，將切斷連通俄羅斯與德國的北溪天然氣2號管線（Nord Stream 2）言下之意就是說，俄羅斯打烏克蘭，德國人付費。
蕭茲此時才知被拜登擺了一道，竟然當場翻了一個大白眼，幸好，蕭茲尚有心跳！事實上，拜登就是在出賣盟友。蕭茲如果依照拜登的要求去做，那他該怎麼面對德國自己的人民。
另拜登也向歐洲國家保證，一旦俄羅斯入侵烏克蘭，美國將努力確保歐洲能源供應，看來拜登是贏家，只有歐盟是輸家。。
不過，拜登沒有說出口的是，俄羅斯油商沒出口的量、由美國油商來頂。反正，拜登年底期中選舉尚欠缺的是，美國油商、軍火商的政治獻金。
3、只有馬克宏是清醒著的？
法國身為歐盟會員國中土地面積最大的國家，也是全世界第二大的核能使用國，境內擁有高達56座核子反應爐，數量僅次於美國。在法國，目前有70％的供電仰賴核能，而核能所提供的低成本電力，也是法國自1970年來維持其經濟地位的中流砥柱。
近期，礙於全球通貨膨脹情形嚴重，法國物價雖近期有小幅下跌，但其他能源如石油等，價格則大幅上升約19.7％左右，再掀起有關能源自足的討論。
馬克宏（Emmanuel Macron）日前宣布，法國將「復興核電產業」，準備著手興建約14座核子反應爐。馬克宏形容此舉是為了達成法國於2050年邁向碳中和，並降低對石化燃料依賴等永續目標的重要里程碑。
只有馬克宏是清醒著的；核能是符合生態環保的作法，而且最重要的是「核能可以讓法國達到能源獨立，並擁有經濟的競爭力。」
馬克宏對此表示，法國電力公司核能管制人員專業嚴謹的態度值得信賴，興建核電廠的決定是「一種對於科學及科技展現信任的進程。」
不過，馬克宏沒有說出口的是，法國將可避免受美俄能源脅迫。
四、拜登玩火，若不慎將激發「通膨」自焚
目前，美國是整個戰爭遊戲裡最大贏家。但拜登玩火，若不慎將激發「通膨」，將成自焚慘劇！
■美國、歐盟同聲警告：若俄國入侵烏克蘭，將準備實施金融制裁
俄國進犯烏克蘭的消息甚囂塵上，美國和歐盟研擬的制裁措施包括限制俄羅斯盧布換成美元或其他外幣、制裁俄國主要銀行和「俄國直接投資基金」(RDIF)、限制投資人再次級市場買進俄國債券等。各種制裁手段中，最劇烈的將是切斷俄國進入Swift金融支付系統。
■美國要半導體產業協會 (SIA)準備配合半導體出口管制
俄烏邊境緊張升高，拜登1/19 日表示，要求半導體業者做好準備，美國可能對俄羅斯啟動出口管制、禁止對俄出口電子零件。
美國可能動用「外國直接產品規則 (Foreign Direct Product Rule) 」，限制外國企業把美國技術用於和軍事或國家安全有關的產品，確保使用美國技術或軟體的外國製產品也能受到美國監管。
■美警告烏俄隨時開戰，美股科技股再淪殺盤重心
拜登2/11日警告俄羅斯、烏克蘭隨時可能開戰，白宮官員警告烏克蘭美國公民48小時內離開，此利空消息嚇壞金融市場，油價暴漲、恐慌指數 VIX 飆升，美股四大指數全收黑，科技股再度淪為殺盤重心，尤其費半指數屠殺近5%，
市場研究機構Techcet最新報告指出，許多半導體製造商關鍵材料，主要由俄、烏兩國供應，如美國逾90%氖氣由烏克蘭供應，而35%的鈀來自俄羅斯。
依Techcet報告表示，氖是生產晶片時所使用雷射的關鍵元素，主要是俄國鋼鐵製造業的副產品，並在烏克蘭進行純化；鈀則是用在記憶體、感測器與其他應用產品上。
由於此半導體關鍵材料鈀和氖氣來自俄、烏比重大，讓其很可能成為俄國的報復對象，若供應鏈中斷，恐會重創美晶片股。
接著市場又傳出白宮已對晶片產業提出警告，要求其應將供應鏈多元化，以防止美對俄羅斯祭出斷供晶片關鍵材料風險，此消息成為拖垮美晶片股最後的一根稻草。
■俄烏危機「恐地震級供應中斷」原油上漲
與此同時，「俄烏危機」恐令天然氣、原油地震級供應中斷，令原油連續第四週收高。
因從能源供給的角度來看，俄羅斯是石油主要生產國，而且對迫切脫離化石燃料的歐洲來說，更加仰賴俄羅斯作為其主要能源來源。
■美鋁警告鋁礦供給遭殃
另一方面，美鋁 (Alcoa) 也預警俄烏邊境衝突可能影響到全球的鋁礦供給。
因俄羅斯是全球第二大鋁礦國，美國鋁業 (AA-US) 執行長 Roy Harvey 預警，俄羅斯和烏克蘭之間爆發任何衝突，都有可能影響全球鋁供給的穩定，讓鋁的價格大幅增加。
■大陸嚴控「電解鋁」增產，鋁成本走揚
大陸大力推動落實「碳中和」，十四五計畫也針對「電解鋁」嚴控新增產能及減排，「能耗雙控」也限制了電鍍、化學處理等製程，預計成本墊高也可望支撐「電解鋁」價格走勢。
根據十四五規畫，大陸「電解鋁」產業目標到 2025年碳排放要下降 5%，除了嚴控新增產能，強化去產能外，也將部份產能轉移置換至水電、風電資源豐富的內蒙古地區。
此外，1公噸電解鋁需要耗電 1.35萬度電，折合動力煤 5500大卡，以此換算等逾 1公噸鋁大概需要 5.5噸煤，先前的煤炭價格上漲也大幅推升了「電解鋁」價格。
除了最上游的原料鋁外，電解、電容製程也需經過電鍍、化學處理製程，面對大陸限電、能耗雙控等影響，整體鋁供應鏈將更加吃緊、鋁成本也因此墊高。
■「俄烏危機」衝擊鋁價看回不回，大成鋼鋁捲板醞釀再漲價
全球第二大鋁礦生產國俄羅斯與烏克蘭情勢緊張，導致鋁供給不確定性大增，大成鋼 (2027-TW) 認為，最上游的鋁到加工後的鋁捲板供給均相當吃緊，且美國鋁捲板需求暢旺，報價後市易漲難跌；據悉，大成鋼 1月以來鋁捲板每公噸已上漲 100美元，漲幅近 2 %，後市持續看漲。
美國鋁業 (AA-US) 執行長哈維 (Roy Harvey) 也證實此趨勢，在法說會上指出，2022年消費維持反彈格局，鋁需求持續成長，但歐洲、大陸因能源、環保問題，持續減少鋁產量，如今俄烏關係緊張，恐讓鋁供應吃緊情況雪上加霜。
除了鋁捲板，大成鋼另一產品線「不銹鋼」主要原料鎳價近期也大漲，在工業需求穩定支撐下，公司看好後續也可迎來漲價動能。
以大成鋼營收占比來看，鋁捲45%、不銹鋼35%、子公司大國鋼 (8415-TW) 為主的扣件業務則占 20%。
■無論俄國是否入侵烏克蘭？鈀金漲定了！
根據2010年的數據，俄國鈀金產量約佔全球產量的 40%。
如果俄羅斯入侵烏克蘭，俄羅斯採礦業可能會成為制裁目標，一旦入侵，鈀金價格可能飆升至每盎司 2700美元。不過鈀金價格的上漲程度將取決於對俄羅斯實施何種類型的制裁？
鈀金多年來一直處於供應短缺狀態，所以，即使俄羅斯和烏克蘭之間沒有全面衝突，預期鈀金短期內價格仍會大漲。若最終制裁是全面限制，將使歐洲和北美企業無法購買俄羅斯鈀金，那麼鈀金價格將異常強勁飆漲。一旦這情形發生，這會對西方汽車產業非常不利，所以這不太可能發生。
■運輸成本飆升，美國面臨創紀錄的金屬價格
各類金屬價格不斷上漲，使得冰箱、汽車、鋁門窗等需要使用到金屬原物料的價格也越來越貴。
新冠疫情引發供應鏈混亂，其中又以銅與鋁原料的運輸和物流費用是所有成本中漲幅最大的，此不僅推高運輸成本，也延長物流時間，迫使製造商付出創紀錄的高價以獲取以銅、鋁製造的產品。
銅在美國的運輸基準價格目前漲到自 2003 年有紀錄以來最高價格，買家通常要支付比紐約商品交易所（COMEX）更高的價格，才能將銅運送到美國中西部，根據 Fastmarkets 從 2003 年開始追蹤的數據，該運輸費用飆升至每磅 0.09美元的紀錄高點，比疫情前高出 20%。
而鋁的運輸成本更為嚴峻，過去兩個月美國中西部交貨價格的鋁價，較倫敦金屬交易所（LME）溢價超過 40%，對買家而言，這意味著買家需比 LME目前每噸約 3,100 額外支付 768美元。
五、「俄烏危機」是否開打？
■IMF：俄烏衝突升級，將使全球在更長時間內維持高通膨
2021年疫情封鎖措施後，因大宗商品需求反彈，但受到供應鏈瓶頸影響供給有限，使大宗商品價格飆升至 10幾年來高點，此亦助長全球通貨膨脹。
目前，因地緣政治擔憂，讓原本已斷裂的供應鏈更雪上加霜。
國際貨幣基金組織 (IMF) 第一副總經理 Gita Gopinath 2/ 25 日表示，俄羅斯和烏克蘭之間的衝突升級，可能會進一步推高石油和天然氣價格，進一步拉高許多國家的能源成本，因而使全球通膨率在更長時間內居高不下。
他進一步說明，現在的情況與 2014 年俄羅斯吞併烏克蘭克里米亞地區時大不相同，當時頁岩氣供應充足且需求低迷，能源價格大幅下跌。而這一次如果爆發衝突，很有可能會看到能源價格上漲。因歐洲目前就已經出現冬季能源危機，並且當地的天然氣儲存量很低。所以，如果衝突升級，可能將引發大宗商品價格更大規模且更廣泛的上漲。此並非拜登所樂見！
■和平仍有希望？
對於烏克蘭的緊張情勢，拜登揚言只要俄國入侵烏克蘭，就會對俄國實施全面出口管制；不過，俄國始終否認要發動攻擊！
普丁也釋出善意，表示已準備好持續對話，希望華府與北約願意就歐洲裁軍、縮編飛彈數量、擴大軍演透明度與軍事互信機制，與莫斯科進一步對話。此讓戰爭的陰霾透露出一絲曙光。
但普丁所要求的「北約不得接納烏克蘭入盟」、「切斷對烏軍事互動」，以及北約不得在波蘭以東駐軍，華府與北約則表示拒絕！
北約秘書長長史托騰柏格（Jens Stoltenberg）指出，西方軍事聯盟正密切關注俄國將部隊與武器運往白俄羅斯進行演習。他指出，如果俄國對烏克蘭採取進一步侵略，北約就會增加在東歐的兵力部署。俄國的攻擊可能包含多種形式，包括網攻、政變與破壞行動。
■「俄烏危機」只是一場政治利益分贓的戲碼，將會適可而
根據上述分析，「俄烏危機」只是一場政治利益分贓的戲碼，入戲者各有盤算、各取所需，看戲者眼花瞭亂。
因此，及避免「俄烏危機」推高通膨、殃及選票，美俄政治利益分贓後，將會適可而。政治是醜陋的，看戲者不用入戲太深。
